Assigning Picklist to a textbox

Hello,
I have a picklist called Contact Type assigned to a Contact Type text box in the ContactInfoView form. This picklist was made available to the Admin and another user. However, for the last week or so, the other user is not able to view the picklist for this text box.
What might have triggered this? Where do I check for these permissions. The script for the ContactInfoView form does not provide any insight, nor do I see anything specific in the form properties. Any help would be greatly appreciated.
