How do we release a plungin only to admin and not to others users.

Simple, you don't have to... unless you have multiple versions of a given plugin, and you want to have ADMIN use a specific version. In that case, you have to make it the "Developer" version.

The simplest way to make so is to edit that version and save it so that it becomes the latest Developre version, but it creates a new entry. (e.g. you have versions 1 through 5, 5 is the General Release version but you want ADMIN to run 4, you could edit and save 4 (it will become 6) and then it becomes the ADMIN version.

The other way around it is that you would from plugin manager, uncheck the "Read Only" checkbox from the Version that you want ADMIN to run.
