in Accounts we have different categories like northteam, southteam, eastteam and westteam. so the heads of team should be able to view all his lower level members (like a tree) as well as there adjacent member details(like north team head can see south team or E/W team details) but his lower level member should not able to view his adjacent member details can any one pls help me to make this structure.

Sounds quite simple:
Use Team for Ownership.
Each head of Team should also be a Member of the other teams (thus having access across all teams).
Lower level members should only have access to their regional team.
