Is it possible to add a tab to the WhatsNew portal page? Is it as simple as creating a smartpart and then just adding it to the page as a TabControl? If so, where is the ascx for the tab controls on the page now? they are not added in the page definition - i would like my page to look just like the other tabs.

From what I recall, the What's new in version 7.5 was moved to a Web module: Sage.SalesLogix.Web.Modules.WhatsNewModule, which is Implemented out of a DLL: Sage.SalesLogix.Web.Modules.WhatsNewModule.dll

Rual is correct. Although the tabs themselves are simple smartparts, the actual control is contained within Sage.SalesLogix.Web.Modules.
