I would like to force all users to have a certain tab displayed in the middle pane as default. Is this possible?

Yes, just set the smartpart to the "MainContent" target workspace as opposed to a "TabControl" target workspace. This is done in the page makeup (i.e. where you add all the smartparts to your page). It will now be placed beneath the main detail screen, in between that and the tab area.
