User Tab layout settings resetting on deployment

Hi folks
I think I already know the answer to this question, so really I'm just looking for some confirmation from you good folks.
When a tab is added, removed or modified it causes the end-users layout to be reset. Am I right in thinking that this is because the users xml layout file (in the VFS explorer) has to be recreated entirely?
As far as I can make out it doesn't happen on every redeployment, only if the tabs have changed - or is it when any part of the page changes?
Does anyone have a definitive list of which situations will cause the loss of tab layout? Although there's nothing we can do to stop it, we just want to understand it better.
