SLX Licensing Problem? 6.2.3

I have a client with a SalesLogix - Premier licence. They have recently noticed that the 'Security' and 'Menus' tabs in Administrator (in user profile edit) have become greyed out for all users that they try to edit.
As far as they can tell me (this is not a client I have known for very long), there have been no software upgrades or licence revisions recently. They also assure me that these tabs used to be available.
Can anyone suggest a reason and/or a possible fix? I have suggested removing and adding back the premier licence in the hope that the old 'turn-it-off-and-on-again' trick will work.

Phil,
Make sure MODIFY USERS(RESTRICTIVE) is not enbled for the administrative role of the troubled user.

The affected user is ADMIN
I am arranging to get myself access to this system & will have a look round ... wish me luck!

OK - in the hope that this may help someone else in future, here's the problem.
SLX database was at version 6.2.3. Administrator client was at 6.2.0 - installing SP3 fixed the problem.

TYpical.. run into "cross-up" version installations all the time. Here's a cheap "audit tool" that I put together a while back just to be able to get a handle on the problem:
