Perhaps, you launched it from Citrix environment?
Perhaps try below solution. If you have used application.BasicFunctions.WebOpen in your code, try with Window Shell Command.

Is the default browser IE in the (user's) Citrix environment? It has to be so? and NOT IE9? 7 or 8 is OK.

User clicks the out of the box Web URL link globe and page fails to open (nothing happens even if IE is open). Page will load for same link when called from SLX in a non Citrix environment. Thanks!
