I've looked and cannot find out how to do this at the user level.

Is there anyway to give a user rights to release templates?

As far as I know, the only place to release templates is in the Architect; so, I don't believe this can be done by users.

Yes, thats pretty much the conclusion I am coming to. I was hoping I was missing something somewhere.
