Is it possible to somehow prevent Users from deleting Activities? We need to stop them doing this, and there doesn't seem to be anything obvious in Administrator.

Activities are very hardcoded so I would say the quick answer is No. The good news is v7 opens them up so when you upgrade it should be possible.
