Contacts Form Issue

fiogf49gjkf0d Not sure if this is the correct place but...
I have a bizarre issue where a user was created and supplied with accounts, but when some folks do a look up, the contact info form is blank and grayed out. Other folks(myself) don't experience this problem. Any clue would be appreciated. This is the same place with the dinosaur version 4.

fiogf49gjkf0d What are the owner (seccodeid) and accountmanagerid values of the affected records? If a team is in either one, are the affected users in those teams?
Are the affected users network users or remote users? If remote users, check their subscription rules as well.
