SalesLogix is not syncing

We have noticed that starting in November, saleslogix has failed to sync with remote clients.
There are ~230 files in the INFILES folder and over 6000 in the OUTFILES.
The sync is not showing any errors during sync.
The sync history shows two lines of possible significance:
No new files to apply to database
21 files were missing and have been requested.
Another problem i have noticed is that the documents folder is near empty. There are 146 files in there, even though the saleslogix database expects over 2000 attachments. So when you try to open an attachment in SalesLogix client it cannot be found. I'm not sure if this problem is related to our sync problem.
When remote users sync they are adding files to the INFILES folder but they are not retrieving their files from OUTFILES.
Any suggestions?

You need to ensure the users have read/write/delete access to the INFILES and OUTFILES directory from their client workstations.
